§ 112.11 DRIVER RESTRICTIONS.
   It is unlawful for any person to act as a driver of a taxicab, as herein defined, or to be in charge of any taxicab without having a permit therefor issued by the Police Department; also, the driver of a taxicab must be licensed by the state.
