Whenever weeds, brush, rubbish or trash shall cover or partly cover the surface of any lot or premises, whether improved or unimproved, situated in the town, the weeds, brush or trash, or any of them, shall constitute a public nuisance, the prompt abatement of which is declared to be a public necessity. Person(s) owning or controlling the property shall prevent the nuisances or cause prompt removal or abatement of the same.
