It shall be unlawful for any person who owns a domesticated animal or keeps a domesticated animal in his or her possession to do so unless a written permit for the domesticated animal has been granted and issued to the owner or keeper by the Board of Health of the county, certifying that the domesticated animal has been inoculated against rabies.
