§ 74.07 VEHICLE CONSTITUTING A TRAFFIC HAZARD.
   A vehicle left unattended upon any street, alley or thoroughfare and parked illegally so as to constitute a definite hazard or obstruction to the normal movement of traffic shall be impounded.
