§ 51.07 EXCESSIVE STRENGTH CHARGES.
   (A)   Formula. For any user, when the BOD exceeds 204 milligrams per liter (maximum limit for average domestic waste), the suspended solids exceed 240 milligrams per liter (maximum limit for average domestic waste), or when other pollutants in normal domestic sewage, a surcharge shall be added to the basic charge. This surcharge shall be calculated by the following formula.

   (B)   Symbols and definitions.
      (1)   Cs = A surcharge for wastewaters of excessive strength;
      (2)   Bc = Operation and maintenance (O&M) costs for treatment of a unit of biochemical oxygen demand (BOD);
      (3)   B = Concentration of BOD from a user above a base level;
      (4)   Sc = O&M costs for treatment of a unit of suspended solids (SS);
      (5)   S = Concentration of SS from a user above a base level;
      (6)   Pc = O&M costs for the treatment of a unit of any pollutant;
      (7)   P = Concentration of any pollutant from a user above a base level; and
      (8)   Vu = Volume contribution from a user per unit of time.
