§ 51.05 MINIMUM USER CHARGE.
   (A)   For the purpose of providing funds for the maintenance of the sewer or wastewater treatment systems of the town, and for other purposes, the Board of Trustees shall establish rates, charges, deposits and fees for utility services by ordinance, motion or resolution, as the case may be. A copy of the current rates and charges shall be available in the office of the Town Clerk-Treasurer.
   (B)   In cases of users of metered water consumption using water from another water source, such as a rural water district, the metered water consumption will be determined by using the records of metered water consumption from the other water source.
   (C)   In cases of users not on a metered basis, the Utility Superintendent shall establish an estimated water consumption based on a comparison of the nonmetered user with a metered user of a similar class; for example, a nonmetered family of four will be compared to a typical family of four with a water meter to establish water consumption.
