(a) There shall be no prohibition to the installation of a manufactured home, house trailer, or mobile home within the Village of Caldwell that is less than ten years of age from its manufactured date.
(b) No manufactured home, house trailer, or mobile home that is more than ten years old established by its manufactured date shall be installed or placed within the Village unless all of the following occur:
(1) The manufactured home, house trailer, or mobile home is inspected by the property maintenance inspector of the Village and approved prior to installation.
(2) A permit for each manufactured home, house trailer, or mobile home shall be obtained from the Clerk of the Village. The permit must be submitted and approved prior to the installation of any manufactured home or house trailer. A fee of twenty dollars ($20.00) shall be charged for the permit.
(3) Each manufactured home, house trailer, or mobile home shall be equipped with underskirting of a corresponding or matching material used in the construction of each individual unit.
(4) Each manufactured home, house trailer, or mobile home shall be at least 40 feet in length.
(5) Each manufactured home, house trailer, or mobile home shall properly be connected to the Village sanitary/sewer system and the Village water system together with all other utility connections, in compliance with all requirements of the ordinances and regulations as may be in existence in the Village in regard to dwellings.
(6) Each manufactured home, house trailer, or mobile home moved in and placed within the Village after the effective date of this section, shall within 30 days be equipped with tie down straps efficient to anchor the house trailer in place and shall obtain a written approval of the building inspector to that effect.
