Effective September 1, 1997, no person, being the owner or person having control of a residential, industrial, commercial or public building, shall fail to display the numerical address of the building in Arabic numbers of no less than four inches in height so as to be clearly visible from the street curb, for easy identification of the building and for emergency responses.
