There is hereby established a Village Building Inspection Board which shall consist of the Village Building Inspector, who shall be appointed to serve at the pleasure of the Mayor, the Chief of the Caldwell Volunteer Fire Department and the Noble County Health Officer. Any member of said Board or anyone specifically deputized by any such member shall enter upon any land or into any building or structure for the purpose of inspecting the same whenever such member or deputy has cause to believe or fear that a building, shed, fence or other man-made structure is a dangerous building.
