(a) Upon approval by the Mayor a permit shall be issued for the erection of a sign or a signboard upon payment of the following fees:
(1) Up to 50 square feet of readable surface, five dollars ($5.00).
(2) Over 50 square feet of readable surface, ten dollars ($10.00).
(b) All fees received shall be credited to the general fund. The Mayor shall keep a record of all permits issued and fees received therefor.
