The following provisions shall be applicable in the revitalization area of Downtown Caldwell:
(a) Signs. All business signs larger than three feet in length and two feet in height must conform to the Ohio Basic Building Code and have the approval of Council, with the exception of existing business signs.
No permanent sign shall be placed on any utility pole in the downtown section of the Village. Temporary signs must be approved by the Mayor.
(b) Construction on Sidewalks. There shall be no permanent building or alteration of any structure on existing sidewalks without the consent of Council.
(c) Planters or Permanent Fixtures. Any planter or permanent fixture must have the approval of Council.
