1060.07 PRECOLLECTION PRACTICES.
   (a)   Preparation of Refuse. All residential garbage, refuse and rubbish shall be placed in a covered standard garbage container and/or a secure plastic bag for collection. No container shall exceed thirty-two gallons in size.
   (b)   Refuse Containers. Containers for garbage and/or other refuse shall be provided by the owner, tenant, lessee or occupant for the premises and shall be maintained in good condition. Any container that has ragged or sharp edges or any other defect liable to hamper or injure the person collecting the contents thereof shall be promptly replaced upon notice. The haulers shall have the authority to refuse collection services for failure to comply therewith. Containers shall be equipped with suitable handles and tight- fitting covers and shall be watertight.
   (c)   Capacity. Refuse containers for establishments other than residential shall have a capacity as determined by the hauler.
   (d)   Sanitation. Refuse containers shall be kept in a clean, neat and sanitary condition at all times.
   (e)   Storing of Refuse.
      (1)   Unauthorized accumulation. Any unauthorized accumulation of refuse on any premises is hereby declared to be a nuisance and is prohibited. Failure to remove any existing accumulation of refuse within thirty days after the effective date of this chapter shall be deemed a violation of this chapter.
      (2)   Scattering of refuse. No person shall cast, place, sweep or deposit anywhere within the Municipality any refuse in such a manner that it may be carried off or deposited by the elements upon any street, sidewalk, alley, sewer, parkway or other public place, or into any occupied premises within the Municipality.

   (f)      Points of Collection. The designated point of collection is defined in Section 1060.01(i). For curb service the charge shall be as set forth in Chapter 206 of the Administration Code - the General Fee Schedule. The limit of pickup at this rate will be three twenty-gallon containers, two thirty-two gallon containers, or the equivalent in secure plastic bags.
