(a) No one except the water distribution crew or the Fire Department may operate or use any fire hydrant without the written permission of the Superintendent of Water.
(b) Damage caused to any fire hydrant shall be paid by the responsible party. The replacement of any curb box, curb box lid, valve box or meter tile, or the moving of any fire hydrant, shall be at the expense of the customer benefited.
(c) Water lost due to negligence shall be paid by the negligent party.
