1040.05 TAP-INS.
   (a)   The price of all tap-ins shall be the cost of all material and labor involving construction to the property line plus the cost of the meter and a setting and a twenty-five percent service charge.
   (b)   The customer shall be required to furnish and install all pipe from the curb line.
   (c)   In order to tap water lines outside the Municipality, owned or controlled by the Water Department, customers shall build to the Municipal waterworks system and shall pay for all material and labor to tap into such system. The customer shall be responsible for all future maintenance.
   (d)   Upon abandonment of an unusable water main, customers shall connect with the new Municipal water main and are responsible for the cost of material and labor involved in tapping into the new main.
   (e)   When a customer requires more water than the existing tap will furnish, a larger tap may be furnished, provided the customer pays for the cost of material and labor up to the curb line.
   (f)   No tap-ins shall be made between November 1 and March 1 of the following year.
