1040.04 LIABILITY FOR SERVICE.

Each dwelling unit shall be considered a separate water consumer. The owner of private property which is served by the Municipal waterworks system by pipes connected with such system to convey water thereto shall, as well as the lessee of the premises, be liable to the Municipality for all water service from the system to such premises.
