(a) Creation. There shall be created a “Village Tree Commission” composed of three citizens of the Village of Caldwell, Ohio. One of the members shall be a member of Council and shall be selected by Council. The second member shall be nominated by the Mayor and approved by the Council. The third member shall be selected by the other two members. The terms shall be for a period membership and shall be shown as follows:
(1) Member appointed by Council: 3 years
(2) Member nominated by Mayor: 2 years
(3) Member appointed by the other members: 1 year.
(b) Compensation. The members of the Commission shall serve without compensation or remuneration.
(c) Duties and Responsibilities. The duties of the Village Tree Commission shall be as follows:
(1) To study and research the problems and determine the needs of the Village in connection with the tree planting program;
(2) To recommend to the Village Council the type and kind of trees to be planted upon the Village streets, on parts of Village streets, or in parks or other property owned by the Village;
(3) To recommend to the Village Council passage of desirable legislation concerning trees within the Village;
(4) To disseminate news and information to the Village Council and citizens of the Village regarding the selection, planting, and maintenance of trees within the corporate limits;
(5) To schedule regular and special meetings during which trees within the Village may be discussed by members of the Commission, officials, and personnel of the Village and its several divisions and all other interested persons;
(6) To elect a Chairman to run the Committee meetings and to elect a Secretary to record minutes from the meetings.
