Before any license shall be issued to any applicant:
(1) The applicant shall be required to give a bond with the obligee being the city in a sum not to exceed ten thousand dollars ($10,000.00) for each private patrol service, conditioned upon the fact that the applicant shall comply fully with the provisions of this article and all other ordinances of the city and the statutes of the state of Idaho.
(2) General and personal liability insurance for bodily injury, sickness, disease or death sustained by persons and arising out of assault, battery, false imprisonment, false arrest, malicious prosecution, abuse of process, libel, slander, misrepresentation, deceit or interference with property and contract rights.
