(A) The purpose of this chapter is to establish a rental unit permit program in order to promote health and safety standards for rental properties, to protect tenants from substandard housing, and to maintain neighborhood stability. These standards relate to the condition, maintenance, and occupancy of rental units and are intended to ensure that rental housing is safe, sanitary, and suitable in accordance with all applicable laws.
(B) This chapter shall apply to all rental units within the city.
