(A) If the application is denied by the city, the city shall prepare and sign an order stating the reasons for the denial of the permit and mail it to the applicant.
(B) If the permit is approved by the city, an order of approval shall be mailed to the applicant.
(C) Any person aggrieved shall have the right to appeal the denial of a parade or special event permit to the City Council. The appeal shall be accepted within seven working days after the date of the denial notice by filing a written notice with the Office of City Clerk. The City Council shall act upon the appeal within seven working days after its receipt.
