(A) The city shall have the power and authority to issue the following kinds of distilled spirits and wine licenses upon proper application and the payment of prescribed fee. This section shall not be construed to limit the city’s authority under § 116.034 or any other provision of law to issue licenses permitted by KRS 243.070.

(B) A special temporary license shall only be issued for the purposes enumerated in KRS 243.260.
(C) A non quota type 2 retail license shall only be issued to a qualifying entity as described in KRS 243.084.
