When a building or structure or portion thereof is in an unsafe condition so that life is endangered thereby, the City Codes Enforcement Officer shall order and require the inmates and occupants to vacate the same forthwith, provided the building official shall find a suitable dwelling for said inmates and/or occupants agreeable to both them and the Building Inspector, before condemnation of property shall commence. He shall, when necessary for the public safety, temporarily close sidewalks, streets, buildings, structures and places adjacent to such buildings or structure and prohibit same from being used.
