The city has discretion to determine whether and how to utilize or apply existing resources to enforce the provisions of this chapter. The city is hereby authorized to give all notices and instructions with reference to any construction subject to the provisions of this chapter. The decision of the city with reference to such work and with reference to all materials whether free or incorporated in the work shall be fully binding on all parties in interest, and such decision shall be in all cases strictly in keeping with the intent and purpose of this subchapter and free from all bias and unfairness.
