(a) All owners of property abutting or containing sidewalks in the Village shall keep said sidewalks in a state of good repair.
(b) Notice of any disrepair of said sidewalks shall be given to the property owner by United States certified mail.
(c) At a regular Council meeting held not less than thirty days after receipt of said notice, the Council shall, by motion, determine whether said sidewalk needs immediate repair.
(d) Within thirty working days of said notice, said property owner shall repair said sidewalk.
(e) If the sidewalk is not repaired as above stated, the Village shall repair same at owner’s expense, and if the property owner does not pay for said Village repair within thirty additional days, said Village expense shall be certified to the County Auditor to be paid for by the property owner and placed on his real estate tax bill.
