Any person adversely affected by an order of the Mayor denying or revoking a permit to operate a skill-based amusement machine establishment may appeal from the order of the Mayor within ten (10) days of the issuance of the denial or revocation to the Village Council. The Village Council shall hear testimony and arguments on said appeal within thirty (30) days from the filing of the appeal. The Village Council shall render a decision on any appeal with thirty (30) days from the date of the conclusion of the hearing.
