It is the purpose and intent of this chapter to regulate skill-based amusement establishments to promote the health, safety, morals and general welfare of the citizens of the Village of Cadiz to establish reasonable and uniform regulations to prevent any deleterious location and concentration of said establishments within the Village of Cadiz, thereby reducing or eliminating the adverse secondary effects from such businesses, including, but not limited to, addiction, congestion, crime, loitering, and other civic problems.
