At the time of the issuance of any license as herein provided the operator shall furnish a bond satisfactory to the Village, providing for the restoration of any damage to public highways by reason of hauling from the mine; and to assure compliance with the provisions of safety as herein provided. A license fee of five dollars ($5.00) shall be paid at the time of the license issuance of such mining license.
