(a) No person shall knowingly permit to remain on premises under his control, in a place open to public view of passersby, and not inside a building, any stove, refrigerator, washer, dryer, or similar major appliance item not connected to electric current and being utilized as a major appliance, or any bathtub, shower stall, toilet or other major plumbing fixture not connected to water service and being utilized as a major plumbing fixture for a period of more than forty-eight hours after receipt of notice to remove and properly dispose of such major appliance or major plumbing fixture.
(b) Whoever violates this section is guilty of a minor misdemeanor.
