(a) No person shall ride on or operate a skateboard upon a sidewalk within the Downtown Business District hereinafter defined or upon any public or private property used by the public for the purposes of vehicular or pedestrian travel or parking within the Downtown Business District.
(b) For purposes of this section the Downtown Business District shall be defined as follows: From Courthouse Square, West Market Street to Muskingum Street, East Market Street to Buffalo Street, North Main Street to Spring Street and South Main Street to South Street.
(c) Whoever violates this section shall be guilty of a minor misdemeanor and fined a maximum of one hundred and fifty dollars ($150.00) and court costs. Each subsequent conviction for this section shall be deemed a misdemeanor of the fourth degree punishable by up to a two hundred and fifty dollar ($250.00) fine and up to thirty days in the county jail.
