(a) Any open bedded vehicle or truck or trailer, when carrying any loose materials such as, but not limited to, coal, ash, slag, sand, trash, gravel or leaves, shall be covered by a tarpaulin over the bed portion of said truck or trailer if the load extends above any one side of said bed.
(b) Any driver of a truck or trailer violating this section shall be guilty of a minor misdemeanor.
