1317.11 DEFINITIONS.
   As used in this chapter:
   (a)   “Approved foundation” is a structure upon which is situated a principal residential structure. An approved foundation shall consist of all of the following:
      (1)   A footer, constructed of concrete or similar material which lies below the frostline and which lies not less than two feet below the surface of the real estate; and
      (2)   A wall laid on the footer constructed of concrete blocks, cinder block or similar material.
   Removal of the foundation would cause substantial harm or damage to the real estate.

   (b)   “Construction” is begun when ground is broken for the purpose of construction, erection or placement of any structure under the jurisdiction of this chapter.
   (c)   “Effective date” is the earliest date allowed by law after Council adopts this chapter and any amendments thereto.
   (d)   “Lot” is a parcel of land, whether plotted or unplotted, occupied by or legally capable of being occupied by a principal residential structure.
   (e)   “Manufactured home” is any self-propelled vehicle transportable in one or more sections, which in the traveling mode, is eight (8) feet in length or more in width or 40 body feet or more in length or when erected on site, it is 100 or more square feet and which is built on a permanent chassis and designed to be used as a dwelling, with or without a permanent foundation, when connected to the required utilities and includes the plumbing, heating, air conditioning, and electrical systems contained therein. The calculations used to determine the square foot in a structure are based on the structure’s exterior dimensions measured at the largest horizontal projections when erected on site. These dimensions include all expandable rooms, cabinets and other projections containing interior square but do not include bay windows. Manufactured homes shall include but not be limited to structures commonly known as mobile homes, house trailers and recreational vehicles such as travel trailers, motor homes and truck campers.
   (f)   “Nonconforming use” is one that does not comply with the regulations established in this chapter.
   (g)   “Overall length of principal residential structure” is the overall dimension of any side of a principal residential structure and shall not be less than twenty-four lineal feet.
   (h)   “Principal residential structure” is a dwelling entirely detached and independent from any other principal structure arranged, intended, designed and constructed or reconstructed to be occupied by a single family and shall include but not be limited to manufactured mobile homes as defined herein.
   (i)   “Structural change” is any change in the supporting members of the building such as the bearing walls or partitions, columns, beams, or girders, excepting such structural changes as may be required for the safety of the building.
   (j)   “Structure” is anything erected, constructed, reconstructed on a foundation, posts, piles, blocks, seals or other support whether or not other foundation, posts, piles, blocks, skids, seals or other supports are permanently located or attached to the soil. (Ord. 93-11. Passed 3-18-93.)
