1317.09 INTERPRETATION.
   The interpretation, application and provisions of this chapter shall be held to be the minimum requirements adopted for the promotion of the public health, safety, morals, comfort, and general welfare. Where this chapter imposes a greater restriction upon the use of the primary residential structures than is imposed or required by the provisions of the law, the provisions of this chapter shall control, but nothing herein shall amend, abrogate, or annul or be construed to abrogate or annul any easement, covenant, deed restriction, or agreements between the parties which impose restrictions greater than those imposed by this chapter.
