1313.03 NOTICES.
   Whenever the Housing Inspector determines that a building or structure is a dangerous building or structure as defined in Section 1313.01 , he shall:
   (a)   Affix to such building or structure or portion thereof, upon the door or entrance thereto, a placard on which shall be printed a declaration that such building or structure or portion thereof is unfit for human habitation and ordered vacated. No person shall deface or remove the placard from any building or structure or part thereof which has been condemned as unfit for human habitation placarded as such. The Housing Inspector shall remove such placard whenever the defect or defects upon which the condemnation and placarding section were based have been eliminated.
   (b)   Notify the owner, occupant, lessee, mortgagee or other person having an interest in the building or structure, as shown by the land records of the Recorder of Deeds of Harrison County, of any building or structure found by him to be a dangerous building or structure within the standards set forth in Section 1313.01 . The owner must vacate and repair or demolish the building or structure in accordance with the terms of the notice and this chapter. The occupant or lessee must vacate the building or structure or, with the consent of the owner, may have it repaired in accordance with the notice and order remain in possession. The mortgagee, or other person having an interest in the building or structure, as shown by the land records of the Recorder of Deeds of Harrison County, may, at his own risk, vacate and repair or demolish the building or structure or have such work or act done.
