Whenever a violation of this Ordinance occurs, or is alleged to have occurred, any person may file a written complaint or register a complaint by telephone or e-mail; complaints may be filed anonymously. Such complaint stating fully the causes and basis thereof shall be filed with the Zoning Administrator. The Zoning Administrator shall record properly such complaint, immediately investigate, determine the validity of the complaint and take action thereon as provided by this Ordinance.
(a) The Zoning Administrator, upon determination that a violation of any of the provisions of the Zoning Code exists, shall serve notice of such violation on the tenant and/or property owner and/or mortgage committing or permitting same, and if such violation has not ceased within ten (10) days of notice, he shall present the facts to the Law Director.
