The Village Council shall by Ordinances established a schedule of fees, charges, and expenses and a collection procedure for zoning permits, amendments, variances, conditional use permits, plan approvals, and other matters pertaining to the administration and enforcement of this Ordinance requiring investigations, inspections, legal advertising, postage, and other expenses. The schedule of fees shall be posted in the Village Hall, and may be altered, and/or amended only by the Village Council. Until all applicable fees, charges, and expenses have been paid in full, no action shall be taken on any application or appeal. Fees shall be non-refundable regardless of approval or denial of the application.
The following permit fees shall be charged in conjunction with the requirements as stipulated throughout the Zoning Ordinance.
(a) Residential Dwelling.
(1) Change in use with no construction involved, including home occupations | $35.00 |

(c) Applications and Zoning Permit Site Plan Review.
(1) Board of Zoning Appeals - application for interpretation, exception, variance: $100.00, plus direct cost of public notification by certified mail and publication in a local newspaper.
(2) Zoning Amendment - Application for Amendment to the Zoning Ordinance: $200.00 plus direct cost of public notification by certified mail and publication in a local newspaper.
(3) Conditional Zoning Certificate - Application for Conditional Zoning Certificate: $100.00 plus direct cost of public notification by certified mail and publication in a local newspaper.
(4) Zoning Permit Site Plan Review - New single family homes and additions: $85.00/hour
(5) Zoning Permit Site Plan Review - New multi-family structures, additions, commercial and industrial construction: $85.00/hour.
(6) Board of Architectural Review - Application per Section 1113.06
(d): $100.00, plus direct cost of public notification by certified mail and publication in a local newspaper.

(7) Development Review.
A. Review Fees. At the time of submission for an application for land development as a precondition to its review, the applicant shall deposit a sum of $3,000.00 with the Village or such funds in accordance with the Village Administrator, for the anticipated costs to be incurred by the Village for engineering services, legal services, planning consultant services, traffic consultation services and/or any other type of profession services that the Village reasonably believes will be required in connection with the application for land development approval.
B. In the event that the funds deposited by the application are determined at any time by the Village to be insufficient to continue to pay its professional and/or consultation services, the Village may require the additional deposit of funds as may be reasonably calculated to pay in full such fees. The failure of an applicant to make such an additional deposit within ten (10) days of a written request shall be deemed a withdrawal of the land development application for review of the land development application.
(8) Inspection Fee.
A. The Village shall require as part of a developer’s agreement or otherwise, that prior to the issuance of final approval of a development plan, which includes proposed public and/or private improvements, the applicant deposit with the Village such funds, as estimated by the Village is in accordance with the Village Administrator, for the reasonable and necessary expenses incurred for the inspection of the improvements during the course of construction with release or reduction of an improvement bond or financial security. In the event that the funds deposited by the applicant are determined by the Village to be insufficient to continue to pay in full, the expenses incurred for such inspections, then the Village may require additional deposit of funds as may be reasonably calculated to pay in full such fees. The failure of the applicant to make such additional deposit after ten (10) days after a written request will result in the Village directing the Village Engineer or other consultant to refrain from continuing to conduct such inspections, and the Village shall be under no obligation to accept or approve such improvements or issue any occupancy or zoning permit for any residential, commercial, institutional and/or industrial use until such time as the funds are deposited and the inspections are performed.
