Only upon conclusion of review procedures relative to a particular application through adequate review, study and clear and convincing evidence may the Planning Commission authorize issuance of a Site Plan Approval. Once this approval has been authorized, the Planning and Zoning Office shall issue the Zoning Permit as specified in Section 1127.02
subject to the satisfaction of any or all conditions of approval or evidence thereof. Clear and convincing evidence shall be defined as the measure or degree of proof which will produce in the mind of the trier of fact a firm belief or conviction as to the facts sought to be established.
