1113.07 INDUSTRIAL DEVELOPMENT DISTRICT.
   (a)   Purpose. To provide regulations and guidelines for various types of industrial development in the Village of Cadiz, including uses related to the oil and gas industry, coal industry, research and development uses, warehousing and distribution centers, administrative and professional uses, business support businesses, fabrication, technology production and development, hardware and software development, electronics, plastics and polymer facilities, and transportation facilities.
   (b)   Permitted Uses:
      (1)   Fractionation plants,
      (2)   Condensate plants,
      (3)   Rail yards,
      (4)   Professional offices and administrative buildings,
      (5)   Warehouses and distribution centers,
      (6)   Municipal and industrial water and sanitary sewer treatment plants,
      (7)   Automobile and major vehicle repair,
      (8)   Welding,
      (9)   Material resource recovery facilities,
      (10)   Small animal veterinary clinics and kennels,
      (11)   Professional trade establishments including carpenter, cabinet, upholstering, sheet metal, plumbing, heating, roofing, air conditioning, sign painting, painting and other similar establishments, when conducted no closer than within one hundred (100) feet of any Residential district,
      (12)   Radio, television and cellular towers, sale, storage, repair and washing of commercial vehicles and rental trucks, manufacture and assembly of products from previously and elsewhere prepared materials such as cardboard, cellophane, clay, cloth, fibers, glass, leather, metals, paper, plastics, precious or semi-precious metals and/or stones, rubber, wax or wood; all equipment and operations shall be within a completely enclosed building, and no operation shall create a hazard or nuisance beyond the confines of the building.
   `   (13)   Airports and helipads.
      (14)   Manufacture, cleaning, servicing, testing or repair of electric and neon signs, billboards and other commercial advertising structures.
      (15)   Storage Yards: Contractor’s equipment storage yard or plant, or storage and rental of equipment commonly used by contractors, provided that storage is within an enclosed building or an area enclosed on all sides by a solid masonry wall or a minimum six (6) foot solid fence.
      (16)   Storage Yards: Building materials, sales yard and lumber yard including mill work when within a completely enclosed building, provided that storage is within an enclosed building or an area enclosed on all sides by a solid masonry wall or a minimum six (6) foot solid fence.
      (17)   Storage Yards: Public storage garage and yards, provided that storage is within an enclosed building or an area enclosed on all sides by a solid masonry wall or a minimum six (6) foot solid fence.
      (18)   Manufacture of professional, scientific and controlling instruments; clerical and office equipment and similar products.

      (19)   Natural gas fired electrical energy plants.

   (c)   Conditional Uses: Any use related to but not listed in the Permitted Uses and approved by the Planning Commission. Retail uses related to the operation of the facility, limited to twenty-five (25) percent of the floor area, as approved by the Planning Commission.

   (d)   Development Standards:
      (1)   Height Regulations:
         A.   Buildings 60'.
         B.   Steam stacks 225'

      (2)   Minimum lot dimensions: In no case shall a lot have a width of less than fifty (50) feet and no less than one hundred (100) feet in depth.
      (3)   Setbacks:
      A.   Front: 35'
         B.   Side: 20'
         C.   Rear: 50', excepting those areas that abut Sally Buffalo Park. Any lots adjacent to Sally Buffalo Park shall have a rear setback of one hundred (100) feet, including extensive buffering, including combinations of landscape mounding, fencing and/or approved vegetation.
      (4)   Setbacks adjacent to Residential District: There shall be a buffer area of fifty (50) feet, including combinations of landscape mounding, fencing and/or approved vegetation.
      (5)   Landscaping: The front setback shall be reserved as a green area. Fifteen (15) feet of the total land area shall be maintained as a green area.
      (6)   Building Facades: All building facades shall be fifty (50) percent decorative, including brick, stone, or similar materials as approved by the Planning Commission.
      (7)   Parking: Parking shall be located behind the front setback and shall be paved with asphalt, concrete or a pervious pavement material. A parking plan shall be submitted as part of the Site Plan review.
      (8)   Outside Storage: All outside storage shall be within an enclosed building or an area enclosed on all sides by a solid masonry wall or a minimum six (6) foot solid fence.
