The cost of copies made by the Village at the request of any person not an agent or employee of the Village shall be five cents ($0.05) per copy. The cost is the same regardless of whether the copies are actually made by a Village agent or employee or the person requesting the copy so long as a copier belonging to or leased by the Village or any department thereof is used.
