(a) The cost of all new water and sewer lines or extensions of existing water and sewer lines in areas not subject to Cadiz Village Ordinance No. 78-19, shall be paid by all property owners affected by the new or extended water or sewer line.
(b) The cost of each water and/or sewer line installation shall be determined by the Village.
(c) The Village shall establish a cost per foot for each property owner based on front footage owned by each property owner.
(d) The property owner may pay the cost so determined by the Village or have the cost assessed against the property and collected through real estate tax payments.
