(a) No person shall excavate any ditch, tunnel or trench or lay any drive within ten feet of any public tree situate on a public way, curb strip, street, treelawn, alley or Village property without first obtaining written permission from the Building Inspector.
(b) No person shall deposit, place, store, or maintain any stone, brick, sand, concrete, or other materials or things upon any public way, curb strip, street, treelawn, alley or Village property without first obtaining written permission from the Building Inspector.
