909.05 PLANTING PERMIT.
   (a)   No person shall plant any tree or shrub upon any public way, curb strip, street, treelawn, alley, or Village property unless such person first shall have obtained a permit in writing from the Building Inspector specifying the size, type, species, and location on the public way, curb strip, street, treelawn, street, alley or Village property of the tree or shrub to be so planted.
   (b)   The Building Inspector hereby is authorized and empowered to deny the issuance of the foregoing planting permit to any person who proposes to plant any tree or shrub upon a public way, curb strip, street, treelawn, alley or Village property of a size, type or species found to be undesirable by the Shade Tree Commission or found by such Commission to be undesirable for the location proposed.
   (c)   Trees and shrubs planted upon any public way, curb strip, street, treelawn, alley or Village property may be removed by order of the Building Inspector as he shall determine reasonably required for the protection of the public health, welfare, safety and aesthetics.
