7-2-5: VEHICLES CARRYING GARBAGE AND REFUSE:
All garbage, refuse, and rubbish shall be hauled in containers so constructed as to prevent any portion of such garbage, refuse or rubbish from leaking, spilling, falling or blowing out of the container.
