(A) No person under 14 years of age shall operate a snowmobile within a public road right-of-way within the city.
(B) No person 14 years of age or older, but less than 18 years of age, shall operate a snowmobile within a public road right-of-way in the city unless they have in their immediate possession a valid snowmobile safety certificate for operation of a snowmobile issued by the Commissioner of Natural Resources for the State of Minnesota.
(C) No person under the age of 18 shall operate or ride upon a snowmobile without wearing a protective helmet or headgear that complies with the standards established by the Commissioner of Public Safety.
