§ 73.03 OBSERVATION OF RULES OF THE ROAD.
   (A)   Any person who is using any roller device on any of the streets or roadways within the city must observe the same rules of the road as required of bicycles pursuant to M.S. § 169.222, as amended from time to time.
   (B)   No person operating a skateboard, roller skates, roller blades, roller skis or scooter shall attach the same or the person of the operator to any vehicles upon a roadway.
   (C)   Every person operating a skateboard, roller skates, roller blades, roller skis or scooter upon a roadway shall ride as close as possible to the right hand curb or edge of the roadway.
   (D)   No person shall use a skateboard, roller skates, roller blades, roller skis or scooter upon a public street, sidewalk or other roadway after sunset and before sunrise.
   (E)   No person shall ride or use a skateboard, roller skates, roller blades, roller skis or scooter in any careless, reckless or negligent manner as to endanger or be likely to endanger the safety of any person or property of any other person.
   (F)   No person shall ride or use a skateboard, roller skates, roller blades, roller skis or scooter on any public sidewalks, street or any public parking lot situated in the downtown commercial area.
   (G)   No person shall ride or use a skateboard, roller skates, roller blades, roller skis or scooter on private property of another without the express permission to do so by the owner or occupant of said property.
