The purpose of this chapter is to protect the public health and safety arising out of the use of skateboards, roller blades, roller skates, roller skis and scooters within the city. The City Council finds that the operation and use of skateboards, roller blades, roller slates, roller skis and scooters creates an unnecessary potential danger to either the user of such devices or the general public and that the use of said devices in an improper manner may cause destruction of property.
