§ 70.03 DRIVER’S LICENSE; VEHICLE OWNERSHIP.
   No person shall drive or operate a vehicle upon any street in the city without having in his or her possession, as required by the laws of the State of Minnesota, a valid driver's license or chauffeur's license. No person shall drive a motor vehicle belonging to another without the owner's consent.
