(A) The Zoning Administrator and City Clerk and their designees are authorized to enforce these regulations. If the issue cannot be resolved satisfactorily, the Zoning Administrator and City Clerk may request City Council authorization to direct the City Attorney to address violations or lack of compliance. The City Council may remand the issue to the Planning Commission for a recommendation.
(B) No applicant for a proposed subdivision shall transfer or sell any such parcel before a plat of such subdivision has been approved by the Planning Commission and City Council in accordance with the provisions of these regulations and filed with the County Recorder.
