For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CONTINUOUS DELINQUENCY. An account is not paid in full for two or more months in a row.
DELINQUENT. An account is considered delinquent if payment is not received by the twentieth day of each month.
