During the first 30 days of a civil defense emergency, if the legislature is in session or the Governor has coupled declaration of the emergency with a call for a special session of the legislature, the Emergency Management Director may, when necessary to save life or property, require any person, except members of the federal or state military forces and officers of the state or any other political subdivision, to perform services for civil defense purposes, and may commandeer, for the time being, any motor vehicle, tools, appliances or any other property, subject to the owner’s right to just compensation as provided by law.
