§ 94.66 DENIAL, REVOCATION OR SUSPENSION.
   (A)   Beekeeping registrations under the provisions of §§ 94.60 et seq. may be denied, revoked or suspended by the Zoning Administrator or designee after notice and the right to request a hearing, for any of the following causes:
      (1)   Fraud, misrepresentation or false statements on any application or registration form or during the course of the registered activity;
      (2)   The keeping of honey bees in a manner so as to constitute a breach of peace, or to constitute a menace to the health, safety, or general welfare of the public; or
      (3)   Any violation of §§ 94.60 et seq.
   (B)   Notice of the denial, revocation, or suspension shall be in writing, specifically setting forth the grounds for denial, revocation, or suspension and the registrant's right to request a hearing before the Council. Such notice shall be mailed to the registrant at the address listed on the application. A registrant may request a hearing by filing a written request for hearing addressed to the City Administrator within 15 days of the date of the notice. A hearing shall be held within 30 days of the request. The city shall notify the registrant in writing of the time, date and location of the hearing at least five days prior to the hearing. Within 15 days after the hearing the Council shall issue a written decision and that decision shall be final. A copy of the decision shall be mailed to the registrant. If the registrant fails to request a hearing within 15 days of the date of the notice, the denial, suspension, or revocation shall automatically be deemed final. A revocation or suspension of a registration shall not be effective until issuance of a decision by the Council.
