(a) The Fiscal Officer is hereby authorized and empowered to establish and adopt such additional rules and regulations governing the issuance of licenses to drive taxicabs as may be reasonable and necessary and which are not inconsistent with the provisions of this chapter.
(b) The Fiscal Officer shall have continuing jurisdiction as to licenses granted hereunder. In the event of misconduct or acts on the part of a licensed driver which show him to be an unsuitable person to drive a taxicab, or which would be sufficient to justify the refusal of a license in the case of an original applicant, the Fiscal Officer shall revoke a license already granted.
